Is it good or bad that CFLs make it so old people can't see quickly at night & suffer falls, broken bones, etc?

High quality CFLs are bright right away. The ones that are dim right away - like you're talking about - are the cheap Trisonic CFLs from China. I use CFLs in my home and once I got rid of the "99 Cent City" bulbs I've had no problems.
