I have bumps on my thighs and they don't itch! What can they be?

I am a 14 year old male and I have these red bumps on my thighs that resemble bug bites. I know they can't be bug bites or a rash because it doesn't itch. They are all over and I have no idea what it is. PLEASE HELP!
