Growing Peppers, NEED HELP PLEASE?

okay so i only have one pepper plant (Jalapeno) growing At the moment, and it is about an inch and a half tall, the 2 leaves are about an inch long. there are some new leaves coming in as well. now im worried becuase i feel that it is taking very long to grow, this is day 12 from seed and its very small, is this normal? also, the tips of both leaves are a lighter color than the rest of the leaves, and are pointing downwards kindof. i have it under a 24watt CFL light for now untill better weather too. please help me out with tips, and with why the tips are looking the way they are! Thank You!!!
