Do you think the NFL should have a development league?

It is the only league without one. I think instead of practice rosters and cutting guys there should be a minor leagues. Now a lot of people will say the CFL and UFL are stepping blocks but you can't call a player up whenever you feel. You could make a deal with the UFL to say be a 16 team league with 2 NFL teams sharing an affiliate. What do you think?
